Clean, nice and realy great accommodation
I was with my girlfriend and our friends. We had beautiful time. We arrived by car. By reservation they gave us the contact and decripton how to reach them. Since the hostel is runned by agency called "In Montenegro Travel" and we have had difficulties to find the building, they gave us the adress of the agency, which was located in the entrance of Ulcinj. The bollded guy of around 35 years gave us a drive directly to our accommodation. We booked apartments through www.in-booking.com.
Anyway, I would suggest anyone this accommodation. Oh, I almost forgot, there are two pc's and whole area has wireless internet connection.

Waste of our time & so hard to find!
Terrible to find. After walking uphill, in 40 degree weather with our packs, and after asking numerous people, we were finally able to find it. Although we weren't sure if it was actually the place because it looked like a building post apocalypse. Doors were open, sheets hanging to dry, but no one in sight. No reception, no one answering doorbells.
Finally, other guests arrived and said there was no reception, you had to call a number and they would come and let you in (we, as Canadians had no phone). That was not communicated to us in the booking info (booking.com) and not told to us by email after I contacted them with an arrival time. We left and found other accommodations - there are numerous rooms for rent closer to the main strip. Sars is quite far, especially on foot. Of our 2 week trip to Croatia and Montenegro, this was the worst experience by far. Waste of our precious travel time.

Very Good Value But Hard to Find
Stayed for a few days at the end of July 2010. Firstly it was a nightmare to find, especially as there doesn't seem to be much in the way of road names in Ulcinj. We arrived by bus from Bar and asked a number of people who had never heard of the place. The address is shown as 'Pinjes' however this just the name of the hill to the side of Ulcinj 'Strip' which has numerous roads on it so doesn't narrow it down much. Thankfully we phoned the apartments direct and one of the managers came to the bus staion and picked us up free of charge for which we were very grateful.
The apartments are reasonably new and the furnishings and bathrooms are basic (2 star). We paid 40EUR per night for the room which we thought was very good value as Ulcinj was absolutely packed, the price also included a freshly cooked and hearty breakfast. Ulcinj is the main holiday resort for Serbs and everywhere was busy, the smallish town beach was a waste of time as it was extremely overcrowded. We decided to get the regular minibus service (90 cents) to Sandy beach which is about 15 minutes away and stretches for miles almost to the Albanian border. Restaurants and bars we went to were very good value by British standards and all the food we ordered was of good quality. Like most places in this part of the world there is a large Italian influence in the cuisine but it is possible to get Balkan food and seafood in a lot of places.
Overall the apartment was pretty much no frills in terms of the accomodation but the staff were really helpful and friendly. There are two PC's in the lobby with free internet, the apartments have wi-fi throughout. It may not be a good choice for anyone with mobility issues as it is on top of a fairly large and steep hill, however this applies to Ulcinj in general as the only bit of flat land we came across was the town beach. On departure we were met by a different manager who thanked us for staying with a bottle of Montenegran wine and offered to give us a lift back to the bus station which was a nice touch.

Mehr braucht es nicht!
Sucht man was guenstiges und sauberes nur zum uebernachten: genau das richtige! Man hat schoenen Blick auf das Meer und die Stadt. 5 min bis zum Strand.

Unbedingt meiden!
Nach Ankunft im Sars Apartments musste ich feststellen, dass kein Zimmer für uns verfügbar ist. Wir wurden in ein anderes Haus geführt, wo man uns ein dunkles, dreckiges Souterrainzimmer gezeigt hat. Der Besitzer hat uns erklärt, dass kein anderes Zimmer zur Verfügung steht und uns mitgeteilt, dass wir auch keine Möglichkeit mehr hätten, vom Vertrag abzutretten – der gesamte Buchungsbetrag (11 Nächte) würde von meinem Konto abgebucht. Als ich es nicht akzeptiert hatte und ihm die Buchungsbedingunen von booking.com vorgelesen habe, hat er schliesslich gesagt, dass wir sofort abreisen sollen. Er hat uns nicht mal eine Nacht übernachten lassen, obwohl wir eine 10-stündige Reise hinter uns hatten und es mittlerweile spät abends war. Also haben wir uns ein Zimmer in einem anderen Hotel genommen – zum Glück war noch etwas frei. Als unsere erste Übernachtung in Montenegro erstmal gesichert war, hatte ich nun mal die Zeit mit booking.com zu telefonieren. Eine Mitarbeiterin hat sich unsere Geschichte angehört und hat dann anschliessend mit dem Hotelbesitzer telefoniert. Natürlich hat sie von ihm eine ganz andere Version erzählt bekommen – uns wäre ein Zimmer im Sarts Apartments gezeigt worden und wir hätten nicht bleiben wollen. Daraufhin hat sie mir erklärt, dass nun Aussage gegen Aussage steht und ich entweder noch mal zum Hotelbestitzer gehen und die Sache klären kann oder ich kann die Buchung stornieren. Die erste Option war für mich absolut unakzeptabel – es war mittlerweile nach 11 Uhr abends und mit dem Typen wollte ich nichts mehr zu tun haben. Um meinen Urlab doch irgendwie zu retten, habe ich mich für die Stornierung entschieden.
Natürlich sind dadurch für mich Kosten entstanden – Stornierung, Buchung im anderen Hotel, Telefonkosten usw.
Fazit: nie wieder Sars Apartments und auch nie wieder booking.com – im Problemfall bekommt man nicht die erforderliche Unterstützung.
