Best BB Option in Town
I stayed for one night in room number 13, floor 3 in Sept 2015. For a small town like Kokshetau, Hotel Plaza is clearly the best bed and breakfast option.
The rooms tend to be quite cold (but we are speaking of Northern part of Kazakhstan here and one should be ready that it is in fact colder than anywhere else in the country), but there is an AC which can be also used as a heater and one could also ask for an additional blanket or bring yours as I did.
L'occitaine toiletaries provided throughout the hotel. The rooms are very spacious and decorated in European style, we are speaking of living area, bedroom, wardrobe and bathroom with a balcony despite the fact that the hotel is very small itself. Also please note that no spa or pool amentities are there at the hotel, but there is a safe parking space just in front of the premises, there is CCTV and security which is also an important feature for a foreigner or first time Kokshetau visitor.
Breakfast is normally included in the price. The staff calls in the evening to confirm that you are having breakfast (you can have it either in the room or at the lobby - both options are free of charge) and asks for what time it should be served. You can choose from three different options - American, European or healthy style breakfast. The breakfast serving is generous and more than enough for one person, although the pastry might be not as freshly baked as you would expect - the rest is delicious, I would recommend going for the healthy breakfast option with porridge and syrniki. Please note that there is no kettle in the room, so everytime you want a tea or coffee, you have to actually call the room service. Recommended for short stays. Best option in town anyway.

Air dryers cannot connect to any sockets on rhe room. Changed one also no work

Small in-town hotel
Booked this hotel via booking.com Stayed overnight with family. Two rooms - standard and luxe.
Rooms are clean, but in some rooms there is a smell of cigarettes (despite "no smoking" signs). Likely we were provided with another room (others were not so lucky due to the fact that all rooms were booked).
It is better to book a Luxe/Suite instead of Standard and book it via booking.com since they have a really good deals.
The building and interior space are some sort of the old style. Breakfast rating was 2 out of 5. Need an improvement in meals.
No parking. Only some slots along the road.

Satisfactory
We spent the weekend here. We thought it was satisfactory, considering that before coming we had been informed that choice was limited in Kokshetau. We liked the general look, the cosy reception and lounge area. The staff was friendly and ready to help. Our rooms were on the higher side of costs, but we did not complain much. It is true the rooms were cold, but as soon as we raised this issue, heaters were brought up. There was wi-fi in our rooms.
Breakfast was generally good, although the bun came dry and stale.
Very good was that breakfast extended up to 12 midday. And we were allowed to stay in our rooms up to that time.
What was not too good was that in -5 degrees Celcius, tea or coffe came lukewarm. We had to tell them several times that we wanted it almost boiling. The Restaurant downstairs is accessed from outside the hotel. We found it inconvenient to have to put on jackets and warm boots, just to walk 30 seconds to get to the restaurant. Why the connecting door from inside was barred, we could not tell. But because of that we decided either that as soon a s we went outside, we would eat elsewhere.

Room cold, little or no heating, wifi useless
Stayed at this hotel in November/December 2014 and again March 2015, rooms very cold, practically no heating at all (receptionaist had a wonderful hot air blower so reception really warm, look after the staff first !!!) WiFi never works correctly, as business traveller wifi is a must, unfortunately Kokshetau offers very little in the way of alternative hotels ..... breakfast very ordinary, nothing like European hotels, eat in the lobby or your room, never allowed to use the restaurant room for breakfast ...Many foriegn visitors but no English/German/French TV channels.
