A Horrifying Experience of Organized Loot and Mismanagement
This "Terrace" of horror is situated bang in the middle of Mall Road. Exceptionally good location. And that is all. GMVN or Gutter MVN does not believe in providing meals to the guests, despite steep tariffs. Hence this place has no running kitchen, forget about room service. It also does not believe in providing bare minimal facilities like tea / coffee sachets, bottled water etc in the room. So even having a cup of tea is not possible, forget about meals. It has leased out a portion to a private restaurant, which becomes functional by 11.00 am or so, charging steeply for every item, but refusing to send meals or anything to the rooms. The guest can starve or venture outside in the cold (I went in December) for breakfast, meals or even a cup of tea. Wi-Fi connectivity is intermittent. Maintenance of the premises is next to nil with loose electric fittings, dripping plumbing in the washroom. The stairs and lobby are shabby and dusty. There is no tourist facilitation counter in the premises. Taxis are prohibited in Mall Road, so take rickshaws which charge Rs 100 per fixed trip, or walk. Awesome.
Gutter MVN is a disgrace and a shameless one at that. Feedback to "Top Management" via a QR code did not elicit any response. On the plus side, the deprived staff as friendly and cooperative, but they have nothing in their means to provide to the guests or solve problems.

Excellent located Guest House with callous attitude of gmvn authority
All rooms are with good views. House keeping is good. Electric kettle is provided but no tea/coffee pouch is supplied. This time observed that there is no food facility even bed tea or breakfast in this rest house. Only 3/4 staffs are in service to maintain about 24 rooms. These few staffs are trying their best but it is an impractical decision by the authority.
Location of this trh is undoubtedly good because it is on the Mall road. Very few hotels are there in Mall road. Gun hill ropeway is only300 meter from this point. A large Terrace is there in ground floor which can be used for food kitchen.
Instead they have given lease to one private restaurant whose food quality is good but very costly. Adjacent Udipi hotel opens after 9-30 in the morning !
Most disadvantageous matter is traffic police is not allowing hired cabs with yellow number plate in Mall road. Though private cars are allowed. Can't understand the logic. If they really want to keep Mall road free from traffic, rules should be same for all. Many tourists are coming with hired car & they are compelled to come on foot with luggage from Library chowk. Only rickshaws are allowed who charges Rs.150/- for 500 meter ! Even senior citizens, ladies with small kids are also suffering. Since long this Mall road repairing work is going on. Don't know for whose benefit it is allowed. Hotels & shops are loosing their business. Already 50% business down as per local newspaper.
At least the gmvn authority should arrange for allowing their guests with hired car in Mall road if they have booking letter. Authority should note this. Uttarakhand government is losing revenue for this impractical attitude.

Do not stay at the GMVN in Mussourie!
One only has to compare the state-run GMVN with the privately run restaurant attached to it (Bellamount Bar & Restaurant). The restaurant has a smart look, good menu, fast service, and courteous staff. The Garhwal Terrace has indifferent staff, dripping taps, broken toilet seats, fans in need of cleaning and slow WiFi (provided, of course by another defunct govt. agency VSNL).
I did a price check on TripAdvisor and found that GMVN's rates are NOT cheaper than comparable private properties. The only way to save this property is to privatize it. Until that happens I cannot recommend this place to anyone.
