Nice Hotel Considering State of Country
Costs 20,000 Bs a night which works out to be about $7USD (black market pricing) with breakfast included. Don't ask for luxuries like cream or milk for your coffee because it just isn't offered.
Rooms and basic but clean. Only the washrooms in the rooms have toilet paper or soap, so plan ahead.
Places to eat well within walking distance.
The hotel's bar in permanently closed. And since water and electricity are rationed, just enjoy it while you have it. We were lucky and for the full duration of our stay we had both.
There are hotel taxis for hire but nobody works after dark due to the insecure situation of the country.
The pool is nice and clean. The hotel in air conditioned.
If definitely stay here again.

Not the best option in Maracaibo
The price of the room, is really cheaper, the service is bad, people have an angry face in all the customer service, the breakfast is included, but all the days is the same breakfast. 2 eggs, meat, ham and "arepas". There no butter, no milk for the coffee, not bread, no more. They offer what they have. If for people that want to save money and are just looking basical service.

Has seen better days
Had to stay here because Hotel Jolie lost our reservation. It's old and our room had a stale cigarette smell to it. The pasta I had from the restaurant on the second floor tasted like it was a re-heated boxed dinner meal from the supermarket. Tiny cockroaches in the toilet. Best to avoid this hotel. The only reason I'm giving this 2 stars is because the reception staff were OK to deal with. We only got to see the reception area of Hotel Jolie (also 3-star rated) , but it looks 10X nicer and cleaner.

Needs some major help
We stayed at the Gran Hotel Delicias for 3 nights in June while at Copa America in Maracaibo. We had no luck finding a hotel for 3 months prior to arrival so when we got to the airport, we asked our cab driver to take us to any hotel
LOCATION:
Hotel Gran Delicias is about a 5 minute cab ride away from the futbol stadium and situated on a bustling road way. Unfortunately I could not really figure out where we were however we were definitely a good 20 minute cab ride from the Mega Mall, the bridge across the bay and the main square of Maracaibo (where the many of the church's are). There were many restaurants and stores within walking distance but the area in general was quite run-down and trashy (however it was nowhere near the level of trashiness of the Shanty-towns we drove by from the airport). It is approximately 25 minutes from the airport as well.
ROOMS:
Our room was quite awful even by the lowest of American standards. We needed to shimmy the key around quite a bit just to get it turn and open up. The door knob itself was about to fall off and there were gouge marks and holes in the door of which we could see through to the hallway. The room itself was tiny, sized maybe 15' x 15' square. We had two twin beds in it with clean sheets but no box-spring skirt. The drawers and the small television were all in pretty bad shape. The walls were all bruised and marked up. The bathroom had a rusted out shower head and the water stopped up quite often due to clogging in the drain. The shower doors were rusted over and the the white sink had a large brown stain from where the water leaked (makes you wonder).
COST:
We paid about $20/person/night, so much like everything else it was pretty cheap.
AMENITIES:
The hotel had a bar/restaurant and a pool. We never went to the pool but we were frequent visitors of the bar. This was in good shape with two young girls (mid-twenties) serving us drinks and the occasional bite to eat. Aside from the tequila shots, all the prices were relatively cheap. The hotel at limited WI-FI but it definitely wasn't high-speed and we appeared to only get reception in the lobby. Finally the lobby bathrooms were a mess with toilet paper littered everywhere and decal matter on the walls.
At the end of the day, we stayed here because there wasn't much else around, but under normal circumstances, I can't recommend this hotel aside from travelers who just needs a quick night of sleep.

Chiripas en las habitaciones
Se nota que intentan mantener el hotel con el nivel que alguna vez tuvo. No tienen planta eléctrica, lo cual hoy en día con tantas fallas eléctricas en el Zulia representa un problema. Pero lo peor de todo a mí modo de ver fue encontrar chiripas paseando por las cabeceras de las camas y la alfombra. Creo que urge tomar medidas al respecto
